Re: Two arrested for Multiple Charges including Child Abuse

On December 27, 2011, at 3:35 p.m., deputies were dispatched to 4493 SE 22 Court, Okeechobee, Florida, in reference to a call of a hit & run, vehicle versus two pedestrians. The driver had fled the scene and was being pursued by unknown persons.

Upon arrival, deputies met with an off duty Clewiston Police Department officer, who was visiting the victim’s residence. The off duty officer had apprehended Gulkis and detained him until Okeechobee County deputies arrived. There were also two victims lying on the ground. EMS arrived and began treatment for their injuries. Both victims were transported to Raulerson Hospital with unknown injuries.

After further investigation it was learned that William Harvey Gulkis and Nancy Lynn Smith had gone to the victim’s address to visit with her children. The father/victim of the children allowed Smith to visit. Smith grabbed her juvenile son  and jumped into the back seat of a van. The off duty officer identified himself as a law enforcement officer and told Gulkis to stop the vehicle. Gulkis then accelerated forward with the one of the victims trying to turn the vehicle off. Two other victims also tried to stop the vehicle and were subsequently injured by Gulkis’ actions in the vehicle

Smith was charged with (3) counts-Child Abuse and DLWS With Knowledge, with bond to be set

Gulkis was charged with Aggravated Battery on Law Enforcement Officer With Deadly Weapon, (3) counts-Child Abuse, (2) counts-Aggravated Battery with Deadly Weapon, Resisting Arrest With Violence, Reckless Driving, Leaving Scene of Crash With Personal Injury and Leaving Scene of Crash With Property Damage, with bond to be set.
